Responding to the National Audit Office report on changing demand for school places, Confederation of School Trust Chief Executive Leora Cruddas CBE said: "We need a cross-sector approach that brings together the DfE, local authorities, and school trusts to plan ahead for the expected fall in pupil numbers.
"The NAO report rightly identifies not just estates and finance issues but also the potential impact on educational quality and support for disadvantaged communities if changing pupil numbers are not well-managed.
"Communities rightly feel passionately about their local schools, so we need clear and fair approaches to change that put pupils first and are free from any potential conflicts of interest."
